On 16 October 2026 two amendments that change safety management on Israeli construction sites take effect: the Work Safety (Construction Work) Regulations amendment, 2025, and the amendment to the Labor Inspection Organization (Information and Worker Training) Regulations. Both apply to sites that are already active. This page summarizes what changes and what WorkSafety.io already provides.
What changes on 16/10/2026
- Safety controller: appointed by the client, a registered civil engineer or technician, or a certified safety officer with construction training, independent of the site's work manager, site director and safety officer. Visits at the excavation, foundation, structure and finishing stages and at least every three months, and reports in writing within 48 hours of each visit.
- Site director: required on sites of at least 15,000 m² under the building permit.
- Controls every 30 days: the site director checks implementation of the risk responses in the safety plan and that worker training takes place, and reports to the construction executor.
- Safety plan by site size: a full safety management plan from 50 workers, a safety organization plan up to 49, signed by the construction executor and delivered to the safety controller and site director.
- Client approval in writing before work starts, engineering plans for guardrails, special scaffolds, formwork and steel structures, and client approval within 48 hours that an unacceptable risk was addressed.
- New general site register (Ministry of Labor, September 2026, eight parts) and a two-year limit on work-at-height training validity.
